This Governments branding of protest as 'terrorism' has seen grandparents arrested and dragged through the courts simply for holding up signs. It's deeply authoritarian when people are speaking out against a genocide and for a free Palestine.

Force them to implement evidence based safeguarding policies. Make them prove continuous improvement in prevention. Make them earn their place at the top of the platform market.
If this was banking or any other sector, they lose millions of pounds a day in fines for even cyber security and fraud prevention violations. It's literally just basic governance to make it hurt when they don't take responsibility for their customers.
You'd only need a small team of policy/evidence bureaucrats to evaluate evidence of improvements in safeguarding for the major platforms. Perhaps even with some international standardisation you could create portable assessments of safeguarding improvements that cover a bunch of allied territories.
