Another important detail is 35% of the arrests were "collateral" rather than targeted. That means these are folks that federal agents swept up at bus stops and sidewalks as they roved the streets. That jibes with anecdotes but doesn't factor for all the "collateral" people caught and released. (3)
Once again, this is *exactly* the same kind of rhetoric that many American leaders and pundits used to promote manifest destiny and empire-building during the Imperial Moment around 1900.
