The social fact itself, of immigration resulting in cultural diversity, is of course as old as European invasion.
In the later 20thC Labor tended to be suspicious of cultural/ethnic groups having their own organisations and cultural life—that kind of activity they wanted reserved for unions. In recent times the Greens inherit some of the same suspicion of active ethnicity, that isn’t localised to a place.
