“It’s like excluding Quebec from the modern world.” There’s been a lot of pushback against the Parti Québécois opposition to Alto high-speed rail, including from many in the separatist side who’d normally be more favourable to the PQ.

Le PQ fait preuve d’un flagrant manque d’ambition et ne comprend rien au dossier: Alto n’est pas un programme fédéral dont on peut se retirer avec compensation. Le Québec n’a pas à choisir entre réparer ses infrastructures et développer un réseau digne du XXIe siècle pour propulser notre économie.
I assume the politics are just that the feds prefer to spread it out more equally between two provinces to not feel like it’s all going to Ontario. Critics already say it’s just for the benefit of two provinces. But it would be really strange for one of those two provinces to say no.
