After years of debate, negotiations, and lobbying from both airlines and passenger advocacy groups, European Union ambassadors have agreed on a final draft of updated Air Passenger Rights legislation that will replace and modernize key aspects of Regulation EC 261/2004. The agreement was approved by a majority of EU member states, with Spain and Latvia voting against the proposal (while Austria and Finland abstained).
