I think the most disappointing aspect of this for me is not only that it's a policy that will lead to huge (and likely biased) penalties for innocent researchers, but that it shows that arXiv directors have so little respect for preprints and don't see them as a viable path for science on their own.

Am I reading this right that the penalty for using LLMs is a 1 year ban for all authors and then a permanent submission ban for papers that haven't been peer reviewed? That feels like a permanent ban given arxiv is a preprint server. There needs to be action but not sure this is proportionate.
