As someone tinkering away on my own Call of Cthulhu material from around 2000 (with the Unboundbook fanzine & Demonground, etc.), Chaosium just didn't seem to care or have the resources to care. I tried to get anything official from them (even a hey, this okay) but only Lynn ever replied.
There was a real dearth of outlets for Call of Cthulhu creatives at that time. I sort for just did my own thing (thinking that it was all for free and I'd apologise afterwards), but if what you say is that Chaosium was pretty lifeless by that point, all those early 2000s cheap reprints makes sense
