If you know blender you can remove the body from any armor piece so you can pose it on an invisible actor in gpose
Depends on how it’s moved and the item itself. If your clothing shows no skin for example you can place it on an invisible actor and just pose it like normal while scaling in to give the impression of being moved when you need. In other cases it’s probably edited in post.

I say this as a former sims fan (stoped with sims 3) don’t listen to the community, most the time they don’t even know what they want and the rest the time they get what they want and are disappointed about EA giving them an EA quality DLC.
