US presidents don’t order their political opponents to be investigated. That is abnormal.

Ideally, the President doesn't ever order anyone investigated. That's the job the DOJ and AG. Any decent president keeps well clear of interfering in it's operation.
Of course Trump is as far form a decent President as possible, so no surprises.
