maybe; I think it's more strongly correlated w/ anti-intellectualism & anti-art strains in American culture. "Foreign film" was treated as a punchline for something long, dull, anti-climactic, or overly symbolic for decades. (It's hard to imagine for example Hollywood making Last Year at Marienbad.)
