The Dutch mobility system isn't just built around cycling.
It's built around bike-train intermodality: cycling solves the train's convenience problem and the train solves cycling's range problem. Together, they offer an attractive alternative to driving on a mass scale.

But contrary to what the video seems to show the most, the core dynamic there is not bringing bicycles on trains. It's the OV-fiets system that allows you to park your bike at one end, and finish the trip with the public bikes on the other end. Included in any public transport subscription.
