The External Intelligence Service of Ukraine says Russia’s banking system has passed the IMF threshold for systemic crisis. More than 10% of bank assets are distressed for the 3rd month in a row. The crisis is only latent because state-owned banks push the risk onto the Russian govt balance sheet.
