I've already seen people trying to predict how little impact the encyclical will have. lol. It depends on what you mean by "impact!" When the pope speaks, Catholics listen. Initiatives begin. Catholic universities hold events. Catholic service organizations respond. Books are written.
We all deserve the ability to go about our daily lives without being tracked or surveilled by the government.
That's why lawmakers need to act now and pass common-sense protections to defend our privacy.
