Once again pointing out that congestion pricing is a great example of the Hill of Hysteria. As we saw in New York City, initial opposition eventually turned to support as people saw the benefits. This opposition is *not* a reason congestion pricing shouldn't be implemented.

When the penalty taker makes stutter steps, the goalkeeper should be allowed to move too. The current rule is ridiculous.
