So things like the novel nature of proscription, the extent and nature of prosecutions (including kneecap), generally high sentences of activists recently, new protest offences… it treats proscription in isolation when it shouldn’t.

Thanks. There’s also something really troubling about how narrow the chilling effects analysis is (particularly at 153). It notes the possibility of chilling effects, but doesn’t acknowledge their actual potential impact vis-a-vis pro-Palestine activism. Relevant is the overall ecosystem
