For community hosting, it has been proven that the community is more than willing to do the work. Just look at Wiimmfi and Pretendo. Today, with secure netcode, server side games, DRM, strict ToS, and DMCA threats (especially the infamous Section 1201), reverse engineering is difficult and risky.
