7/ Emancipation arrived unevenly. For Washington DC it was April 16 1862 through a bill signed by Lincoln. For Richmond VA it was April 3 1865 when Union troops took the city. For Texas, it was the arrival of Union forces in Galveston on June 19 1866 to enforce the Proclamation.
