I see this RAND article provides no cites for the phrase "there are N states"...theft!
Google scholar gives more than 279 uses of that exact phrase before 1993 and 1.1M hits
I don't think there's an analogue to SNAP in Ontario, but not sure about other provinces
I think it's going to vary a lot by province, e.g.
