Oregon Health Authority is misrepresenting the Model Aquatic Health Code because it is clear that the rule applies to bodies of water without a QUALIFIED LIFEGUARD.
Certainly these boats are being targeted because they meet some AI algorithm. Software algorithms can't be held accountable for war crimes.
