The irony is that a 26 y/o who's still an E4 can't reenlist. A 30 y/o who's an E5 can't reenlist. Why? Up-or-Out. It doesn't matter if you're good at your job, if you're not constantly seeking promotions to at least E6 (where you can stay long enough to retire) you're out.
