It's incredibly difficult to build momentum as a reader when you know that the vast majority of the projects you want to check out won't last longer than 10 issues, will likely end as part of a crossover/event that you might not care about, and will be replaced by another potentially 10 issue book

No, you really don't, it's a 90s event where a few issues matter and most don't, but that ongoing series that spun out? Totally worth it.

Eclipso jumped into his own brief series after this, which also had The Creeper in as a foil, and a lot of Giffen and Fleming's work here is setting that up. It's an event which might well have been better as just the first arc of that book (but then nobody would have bought it!) /end
