A thought experiment:
What if the entire Democratic leadership wrote a letter to Iran saying that any agreement between them and Trump would immediately be nullified when the Democrats took over Congress or the White House.
Now contemplate the fact that the Republicans did that with the JPCOA.
I know which of those options I would choose.

They were both frozen funds. International courts ruled against the US (it was a clear-cut case). The Republican Congress put in a must-pass bill that Obama couldn't wire money to Iran, so the Treasury put $1.7B cash on a pallet.
