My household also buys a lot of books each month, AND then I borrow more from the library. I support my local library and get to take chances on unfamiliar authors and genres.
You want more regular readers; you don't want more friction against borrowing books.

Yeesh. Literally nobody is buying a book rather than borrowing it. Those are two different kinds of reader entirely.
