They did this on purpose - it’s straight out of the IOF handbook. And yes it is a war crime just like them targeting other infrastructure is, like bridges.
If true, I have serious concerns about this being a war crime.
Under the laws of armed conflict:
Proportionality: the military advantage has to outweigh the anticipated civilian harm.
Hard to see what military advantage would outweigh robbing 20k people of drinking water.
