I think ARC explanations are not correct. DP26 guideline said the same thing but industry fellow was not counted as DP for DP26. "One ARC Fellowship and one project as a CI". If you look at the definition of "one project" in DP27/DP26 guidelines, "project" also means any project including LP.
True. ARC industry fellow guideline clearly said industry fellow is considered as LP
ARC proposals differ from journal papers. Papers need international reviewers because we all read numerous papers so we know the standard. But this is clearly not the case for ARC proposals, which international members may only review 1 or 2 proposals during their life so the ranking will vary a lot

At least in my field, the current ranking is reasonable. Most of the researchers who are doing good research are getting the grants (e.g. high-quality papers instead of only high numbers; prestigious national award winners; researchers who are bringing real benefits via e.g. commercialisation)
No international members should be needed. International members are not familiar with the ARC evaluation systems (e.g. ranking). They are not familiar with the ARC proposals because they may only review 1 or 2 proposals during their life. They will introduce large unfairness.

Industry Fellowship guideline said the same thing. Linkage program "One ARC Fellowship and three projects as a CI". If industry fellow was considered as DP, then future/DECRA will be considered as LP, which is not the case.
"One ARC Fellowship and one project as a CI". "Project" in Appendix also does in-fact include any project including LP. That means if you have two LPs, you cannot apply for DP. Do not make sense. So "ARC Fellowship" and "project" should all mean Discovery Program.
