My only rule is that, if I'm not the chair, I'll read once for every time your chair has already read it.

I totally see that point. Personally, if the idea was mine and I write the first draft I presume to be on it. otherwise, as an advisor I don’t have many rules about how many times I’d read and comment. My phd advisor read my first pub 20+ times because I was so insecure abt sending it out.
