I realise the US has long since left good faith civics in the rear-view mirror and everything is now about weaponisation*, but the non-partisan way to enfranchise residents would be to shrink DC to the Mall and adjacent monuments/parks/offices, and absorb the actual city into Maryland

it would be an insanely uphill battle (because the GOP knows this) but DC statehood would be a legit
power swing for the democrats. house rep (that can actually VOTE unlike currently) and 2 actual senators from a place that voted 90% blue (and only 6% trump) in 2024
Buttigieg: We sit in a in a country that's got the wrong number of people on the Supreme Court, possibly the wrong number of representatives in the House of Representatives. And by the way, when you consider the disenfranchisement of the people of DC, we have the wrong number of states in the US
