When the show eventually returns, I suspect there'll probably be a plot device to explain why some time has passed, things are different, etc. anyway. Something like the Time War in 2005 revival.
(Plus with Rani, Susan, another 14, etc. out there there's still plenty of time lords out there!)
I suspect the BBC gave RTD free reign, its probably more surprising that Disney+ didn't say anything about it (even if their deal wasn't being renewed).
You could have it like Romana trying different faces in classic era (especially as 15 chose to regenerate, perhaps this gives him a choice of face).
When show returns, new Doctor appears, looks in mirror (similar to 9 in Rose), mumbles about trying a few faces, than moves on!
In some ways this is worse than the post-1989 and post-1996 Wilderness years, as at least then there was still a "current" Doctor (McCoy and McGann) for merchandise, comic books, etc.!
Morrisons (on King Street in Aberdeen) have these small cartons of oat and almond milk reduced to 20p if any of my #Aberdeen friends are interested.

Is this first time BBC have cancelled something like this? E.g. released a press release announcing a show/special, and then pulling the plug?

You wouldn't even need to show it, if the show returns straight into a new Doctor (2005 style) without showing regeneration. Just a quick line suggesting the Doctor is newly regenerated, and then straight into new era.
Plus TARDIS set will probably get dismantled, so difficult to film new scenes.
It's strange a few years ago we where spoiled for choice for Star Trek shows, Doctor Who was still going fairly strong (even if it wasn't as popular as back in 2005), etc. And now its all pretty much ended!
