There are fewer and fewer easy gathering spaces for teens every day.

This is ridiculous. The mayor says teens are congregating and taking "joy rides" because the buses are free. Seems pretty clear that teens are lacking recreation if free buses is a good time. Maybe address that instead of taking that away and making it harder for everyone else in the process.
