Nothing there about the posted speed limit. I live off a two-lane highway. It is much better for all involved to let the speeders pass on by. Sometimes you are rewarded by passing them a little later while they are getting a speeding ticket. You also don't have to risk them making an unsafe pass.
That is not how the law works in my state. RCW 46.61.427. A slow moving vehicle, behind which five or more vehicles are formed, shall turn off the roadway..."a slow moving vehicle is one which is proceeding at a rate of speed less than the normal flow of traffic at the particular time and place."
