It makes me think of the differences with facilities in Arizona, such as the ones in Florence and Eloy, that are often the final facilities for people from all around the country before they are deported. They are also at least an hour's drive from major metropolitan areas in the state.
From the note at the bottom, my guess is that people could select multiple options and whoever made the chart chose the chart form poorly and treated the percentages as raw quantities.
