I understand that Trump generally doesn't care about passing bills, which is why he doesn't care about undercutting Congress. But there's a lot you still need laws to get done, and it's hard to understand this as anything more than a punt, a sad trombone to finish out Trump's trifecta.

At the Met yesterday, saw a relevant print: New Yorkers, mostly people of color, pulling down a statue of King George.
Think of what Biden did with his reconcilation bills, or even what Trump did last year: like them or not, they were big swings, taking advantage of the one-time exclusion from filibuster rules. But all the Republican majority could muster was a bill that would have bi-partisan any other year.
The use of reconciliation to pass the DHS budget is an astonishing sign of weakness from the Republican Congress. Given the strong expectation that Democrats will take one, or both, houses of Congress in November, this was Trump's last chance to do something big. Instead: routine spending bill.
