France has summoned Musk and Yaccarino to face preliminary criminal charges over Grok-generated CSAM and sexually explicit deepfakes. The Durov/Telegram case was about failing to moderate user content.
A raid on the offices of X in Paris followed a year-long investigation that began in January 2025.
This goes further: prosecutors are treating the AI tool itself as the operator of the content it produces. Liability is being placed upstream, at the point of generation.
