I like to think Mandos might've been like "ok I'm gonna let you take a victory lap for that, but take it easy over there, no quests to dethrone dark lords or anything this time" and that's the other reason he wasn't in the fellowship
It depends on your setting, but if you're in a populated enough place that you'll be seeing strangers and unfamiliar dogs, not having them leashed is a safety concern. It's also the law in a lot of places.
