This looks a lot like economic coercion to me, prohibited by the principle of non-intervention (as codified in the UN Friendly Relations Declarations) and by Art. 3 of the 1994 Budapest Memorandum www.reuters.com/business/us-...
I was happy to take part in the Regulating Cybersecurity 2025 conference organized in the beautiful faculty of law of the University of Granada. Among interesting contributions, I discussed how the misapplication of primary rules of PIL to cyberspace hampers the function of state responsibility.
