Sweeps are not only immoral, they are counterproductive. They leave vulnerable worse off and many times set them back further from getting the support they need to get housed.

More seriously, we're trying to get a "cultural trust" approved at the state house - which is a rough analogue of the community land trust. That cultural trust would intermediate and do the bureaucracy to help those little guys.
That is not yet available. It is in the planning stages.
