Looks like a delay strategy:
1. Point to a solution that doesn’t require your industry to change, well knowing that it will be insanely expensive.
2. Use this as an argument against full ETS.
3. Don’t put down any money yourself, and then point fingers at everybody else, when nothing happens.

A great read with a widely-applicable lesson: fossil industry has huge liabilities that get tend to get conveniently left out of asset valuations. At the same time, industry has no plan to pay for its liabilities - they're going to get dumped on the public one day. Maybe we can combine those facts?

We focus on Powder River Basin (PRB) coal assets and find market value is ~$0

We also find that support is higher if revenues from road pricing are earmarked to investments in infrastructure, similar to how current road tolls are used. Earmarking to public transport is slightly more popular than earmarking to roads. Cash transfers, on the other hand, are not popular.
