It turns out he only REALLY needed like 0.5 to balance his blood sugar ( btw that's really hard to pull cause it's not diluted )

It looked like he was going into remission from the diabetes. His blood sugar is fine ( the vet said this wouldn't happen or if it did , it would be rare )
It might've been the cheap shitty food we were giving him before.

The vet wasn't monitoring his glucose levels enough.
At first it was high as hell , but it was cause we were giving him what the vet told us too.
Now his blood sugar is like 6-7 , rarely 8 and we don't have to give him as much insulin or barely any.

if ur cat gets diagnosed with diabetes GET a glucose monitor, don't rely on a vet unless you really trust them and don't have any medical background or friends with a medical background.
They only tested his sugar once every few months, doing it every few days ( daily at first ) has really helped.
