okay. tested with ps5 controller and it was being similarly fussy. plugged the steam controller in directly instead of fussing with the puck and it's registering both touchpads, the back buttons, the steam button, and ... button, but nothing else in-game.
exited ffxiv and opened it again and it's working!!! coming to the conclusion that the puck is the big issue.

things mom and i learned today: you cannot fit two people AND a 200cm tabletop inside a 2016 honda fit and be able to drive safely. ended up having to leave her at ikea, me drive home and unload, and then come back for her.
