We all have periods where we need to say no; I said no twice this week. The policy is three nos, not one 'no' damns you forever; it says editors 'reserve the right' to consider not 'definitely will reject'. On avg, editors know who is a good citizen but cannot in a moment, vs who always says no.

I like this! It's not if you ever say no -- it's if you *consistently* say no. I have authors who send multiple subs but never accept a review. That's not just about who gets asked a lot. If you think my journal is good enough to publish in, you should think it's good enough to review for.
