Governance Or Bureaucracy?
Good governance requires oversight and accountability. But governance should also support effective and timely decision-making.
A working group becomes a standing committee. Additional reporting structures are added. Over time, governance frameworks grow, but they are not always reviewed with the same enthusiasm that created them.
The result can be a collection of committees that has evolved over many years rather than a structure that has been deliberately designed.

The Committee Question
Universities need committees. They provide oversight, accountability, consultation and shared decision-making. Some, such as Senate, Academic Board and Audit Committees, have essential responsibilities and are fundamental to good governance.

When was the last time your university reviewed every committee and asked whether it should still exist?
If such a review took place tomorrow, how many committees would remain exactly as they are today?
For each one, could you clearly answer three questions?
• Why does it exist?
• What decision does it make?
• What would happen if it ceased to exist tomorrow?
