In the case of guns, the ‘something must be done’ arguments were still going on fifty years after the first legislation. Of course, five hundred years ago states were much weaker than they are today, which is one part of the picture.
What’s striking though is the spiral effect with guns - no state wants to regulate harder than the neighbouring state, individuals start saying that if he has a gun I want one too, and very soon they’re everywhere. At which point taking them away is a really difficult option.
I mean, good on them for recognising that historians might know something about misinformation in emergencies, but our work is also relevant to themes like crime, justice, defence...
The danger here is less that only 22 universities are allowed in the REF and more that we end up with a 'sensible compromise' of 50.
