Washington State has a large number of rich people with resources to burn and a long history of crackpot tax activism. People move here specifically to avoid income tax. Changing that is going to take time and energy. Starting small is a smart move.

Incremental steps like this are necessary when you’re doing things that a lot of powerful people are going to hate. This new tax will almost certainly be challenged in court and when it is (hopefully) vindicated it will open the door for more changes down the road
