They are tasked with making sure they do not lose power while also making sure that non-magic folk are kept busy & unaware.
They are held to a great standard that is traitorous if they fail.

Is there anything that meant to tie all the members together? Something used to weed out the unworthy (or frankly dangerous)? For code of conduct, I'd also say rules/laws/codified expectations.
