That's what I'm trying to emphasize in this piece: It is in state legislatures, county commissions, city councils, and school boards across large swaths of the country where the effects of the curtailing of Black and minority representation will be most immediately felt. Nothing abstract about it:
The country is facing rapidly encroaching minoritarianism, vastly unrepresentative political institutions, and an escalating crisis of legitimacy
