Having worked in a building where the transformer exploded in the basement, I’d feel a lot safer if a utility were encouraging these to be placed in the sidewalk rather than inside the building with me.

Prefabricated vaults like the one in the picture are banned anywhere served by PGE for new projects. You'll still see vault lids in the sidewalk being built, but those will just be the access to a much bigger room in the basement of the building.
