The point of American zoning is to put the most people in the worst places for residential, so they don't inconvenience the people rich enough to live in the best places for residential.

It would be a much better practice to produce capital and operating plans that assume no federal money will come, and say that any projects that can’t be financed that way are deferred indefinitely, and let officials and the public decide what to do with that information.
Holding out hope for a big infusion of federal money for transit is like playing the lottery while you’re not paying your bills or watching your spending.
“Appearing to set new bar for presidents” is a laugh out loud funny way to put it. You can imagine Trump saying “They’re telling me that it’s the most specialists any president has ever seen. Obama tried and he could only see 8.”
Respecting all cultures, you love to see it
There’s a combination of factors here for why:
- declining share of capital costs that feds are willing to pay, while the additional administrative costs are fixed (“one dollar” principle); note this is true for highways as well
- end of ZIRP and rising rates will constrain federal spending
