These former governors are right: the SNAP cost shift is a ticking time bomb for state budgets. States will have to pay 100s of millions annually + had no say in its design or time to prepare. Extending the full 2-year delay to every state is a fair fix. www.hickenlooper.senate.gov/press_releas...
