Calif adopted "no-excuse" mail-in ballots nearly 30 years ago. And—until Calif GOP blew itself up under Pete Wilson—the late-count ballots were seen as big *GOP* advantage.
Just ask Gov. George Deukmejian. (If M.Johnson or Trump had ever heard of him.)
