These are extraordinary findings for the High Court to make. Hard to see how the so-called Office for Students can survive in its current form.

The High Court found "the OfS approached the decision with a closed mind and had therefore unlawfully predetermined the decision" [para 455] and "The decision-maker here was biased in the sense of having a closed mind to the legal and factual merits of the University’s position" [para 443].
